33% of NYC undocumented immigrants safe from deportation under Obama orders

The number of undocumented immigrants in New York State and 13 other states fell between 2009 and 2012, according to a report released by the nonpartisan Pew Research Center. Click: Pew Research Center
The 750,000 undocumented immigrants in New York state in 2012 represented a decline of about 60,000 from 2009, Pew found. That was second only to California's decline of 90,000.
An estimated 3.8 percent of New York' state's population consisted of undocumented immigrants in 2012, and those immigrants represented 5.7 percent of the state's work force.
In 13 of the 14 states that saw declines in their populations of undocumented immigrants, including New York, the attrition was linked to fewer illegal immigrants arriving from Mexico.
We are not getting very many new unauthorized immigrants. I don't think it's widely appreciated that the numbers peaked five years ago."
Since 2007, large numbers of Mexicans who illegally entered the U.S. have returned home, either voluntarily or through deportations. The annual return rate was about 300,000 per year from 2007 to 2009 and 150,000 from 2010 to 2012.
As a result, an estimated 61 percent of the adult illegal immigrants still in the U.S. have been here 10 years or longer.
Although Mexicans account for only about 20 percent of the illegal immigrants in New York, the state experienced a drop in the overall number because the number of people from other countries who entered the country illegally or overstayed their visas plateaued.
No one country dominates New York's diverse population of undocumented immigrants.
New York state's second-largest group of immigrants without legal residency are from El Salvador (10 percent) followed by Ecuador (9 percent), according to the Pew Research Center.
Pew estimates that only 16 percent of adult illegal immigrants have been in the U.S. five or fewer years, compared with 37 percent back in 2005.
The total number of undocumented adults in the U.S. in 2012 was estimated at 10.4 million, down slightly from 10.7 million in 2007.
Among those 10.4 million adults are an estimated 3.7 million who are living with children born in the U.S. Pew has not yet estimated how many additional undocumented adults have U.S.-born children who aren't living at home, either because they are now adults or are living with another parent.
Illegal immigration from Mexico is more dominant in states along the Southwest border. Mexicans represent 89 percent of the illegal immigrants in New Mexico, 84 percent in Arizona and 75 percent in Texas.

More than one-third of New York City's unauthorized immigrants would be eligible for protection from deportation under President Barack Obama's executive orders, about 10% fewer proportionally than those who qualify nationwide, according to the Migration Policy Institute.
The Washington, D.C., think tank estimated that 37% or 238,000 unauthorized immigrants of the 643,000 in the city would be safe from deportation under protections for young immigrants and parents of legal residents or citizens. Nationally, 5.2 million (46%) of the 11.4 million unauthorized immigrants would be spared, according to the institute.
That discrepancy is due to the unique makeup of New York City's immigrant population and how they come here, according to Randy Capps, director of research for U.S. programs at the Migration Policy Institute.

"You're talking about a population that is much more heavily Caribbean and South American in New York than is the case nationally," Capps said.
Unlike Mexican and Central Americans who get to the U.S. through illegal border crossings, New York City's unauthorized immigrants tend to stay when visas or work permits expire -- a method more suited for adult immigrants and one that has fewer restrictions on gaining legal recognition. For instance, these immigrants can marry out of their unauthorized status. Further, the city has a higher cost of living, keeping people from starting families that would give cover to some unauthorized immigrants under Obama's executive actions.
"You have more opportunity to marry someone who is a citizen or green card holder," Capps said.
In Queens, the most ethnically diverse county in the country, nearly two-thirds of the unauthorized population is from South America and Asia. Also, 70% live there without children. All told 61,000 in Queens could be saved from deportation since they are the parent of a U.S. citizen or legal resident, while 30,000 unauthorized immigrations would be protected because they came here as a child.
"The question in New York becomes, how many people are going to come forward given that the eligible population is small as a share of the total" number of unauthorized immigrants, Capps said.
Between the first Obama order in 2012 protecting young immigrants to the U.S. and 2014, there were 32,237 approved applications from New York state, fewer than in Illinois, according to U.S. Citizenship and Immigration Services statistics. The expanded protections for young immigrants and the new program for parents will be open by spring.
"We still see people who qualified in 2012 when DACA (= Deferred Action for Childhood Arrivals) was announced and never knew," said New York Immigration Coalition's Camille Mackler, using the acronym for Obama's Deferred Action for Childhood Arrivals program.

She said the distrust of government among immigrant communities, as well as the multitude of cultures and diversity in educational and economic standing, makes outreach on these protections difficult.
"You need to be talking to people who are on the ground in the communities because they have the community's trust," Mackler said.
But if these unauthorized immigrants take advantage of the new protections, they will get work authorization along with avoiding deportation.
Mark Krikorian of the Center for Immigration Studies, which backs tighter immigration controls, said this will be a boon to their income and could result in more tax payments, but still put a strain on city services.

"It's pretty much guaranteed to cost New York City money," he said, "and it's something they don't have any control over."

NYC launches new municipal ID card despite broader immigration questions

Martha Gualotuna sat in a crowded meeting room in Jackson Heights in December, listening intently to a presentation that detailed how and when she will be able to sign up for New York City's new municipal ID card program.
“It will mean a lot to finally have something in this country with my name and photo,” she said in Spanish after the meeting at community organization Make the Road’s offices.

The IDNYC card, which debuted on Monday, January 12, 2015, was one de Blasio's earliest promises before his inauguration, having pitched it during his 2013 campaign. The City Council passed a bill to create the program shortly thereafter, with de Blasio signing it into law last summer.
Applicants for the new card have to complete an IDNYC application online or at any of the 17 IDNYC Enrollment Centers citywide.
Gualotuna, 55, came to Corona, Queens in 1995 from Ecuador without documentation. She spends most days of the week working as a mechanic.
Unlike her customers, she cannot legally drive. New York State is one of many that do not allow undocumented residents to apply for a driver's license — which many New Yorkers come to rely as their single form of identification.
However, come Monday Gualotuna will be eligible for one of the new municipal ID cards.
Introduction of the ID is not without its problems, said Jessica Vaugn of the Center for Immigration, a nonpartisan group that supports limits on immigration.

The card may add confusion to an already complicated immigration system for those trying to navigate it.
“It strikes me as a little unfair to give people who are here illegally the impression that this card is going to make their lives much better,” Vaughn said.
Applicants must provide proof of identity and residency through any number of 40 categories of identification documents that will weighed be differently — not unlike the state DMV for a license. But certain exceptions will be made for homeless applicants.
The city-issued card cannot be used as ID for travel, nor is does it work as a driver’s license.
Back in Queens, a handful of Guatoluna’s neighbors at the meeting still had questions about who will recognize the ID after the informational meeting. One woman asked if her family in Long Island can apply for the card, another man asked if he could use it to travel back home.
Even Gualotuna herself said she knows many of her neighbors and friends will be reluctant to volunteer their information to a government agency.
Still, advocates argue the card will encourage underserved New Yorkers to seek help from city agencies — including NYPD — that they might have avoided out of fear of deportation.
To that end, the Human Resources Administration promised to prevent direct access of certain information to law enforcement agencies, and that all access to information will be tracked.
Immigration status is not asked of applicants, and Mayor Bill de Blasio told reporters on Monday he saw no scenario where changes in immigration policy in Washington D.C. would undermine the program.
“If things really go haywire in D.C., we have the ability to change our program when – if we need to,” added Nisha Agarwal, commissioner for the Mayor’s Office of Immigrant Affairs.
Brooklyn City Councilman Carlos Menchaca, who co-sponsored the bill, told Metro in December that the City Council already built in robust oversight powers over data, access to which will require judicial warrants or subpoenas.
“This is really going to come down to logistics,” Menchaca added. “There going to be kinks. We’re already expecting them, but New York City doesn’t shy away from fixing its kinks.”
But systemic hiccups aren’t much of a concern for Gualotuna, whose priority is being able to see the three of her five children in Ecuador she hasn’t seen in decades. She said she knows the card isn’t full citizenship.
“But its a start,” she said.

Sometimes I watch my beloved Mets and wonder, "Are they even trying?" I mean really, as a franchise, is winning actually a priority?
I get the same feeling about Albany (The NY State Capital). We're just a few days into the 2015 legislative session and already it's clear that nothing to sharpen New York's competitive edge is even on the table. New York needs good fastball hitters and Albany's arguing over centerfield signage.

Other states don't have this problem. Florida announced another feather in its cap Monday. Voxx International, the car stereo company, is moving its headquarters to Orlando. The company formerly known as Audiovox has been on Long Island since 1960. Click: VOXX International
"Florida will provide an excellent location and a pro-business climate," Voxx chief executive Pat Lavelle said, not so subtly zinging New York for its nation-trailing business climate.
Pennsylvania is in the hunt. The state reaping billions of dollars from natural gas drilling -- New York turned up its nose at the opportunity -- has been feasting on Entenmann's cakes since August, when that company moved west from New York after 116 years.
Texas was responsible for 23% of the nation's economic growth in 2012. It's clearly trying. So is Alabama, which recruited Remington Arms Co. away from upstate Ilion last year, just as Virginia lured Altria Group from Park Avenue.

It's no secret why businesses and families keep leaving New York. With the highest taxes in America and the most arduous business regulations, New York has become one big ripoff. Moving makes sense. Staying doesn't.
If you think the State Legislature is on the case, think again. The state with higher Medicaid costs than Texas, Florida and Pennsylvania combined is actually debating whether to expand Medicaid into a single-payer health care system, and arguing whether the most classroom spending in America is enough.
Other topics of interest? Taxpayer-funded elections. Scholarships for immigrants here illegally. Criminal justice reform, aka, sticking it to NYC cops. Even fewer restrictions on abortion.
I can almost hear Casey Stengel, manager of the of the 1964 Mets. "Can't anybody here play this game?" he asked of the 53-109 team.
